标题:深化文商协同合作 赋能自贸港开放发展

6月25日,海南省国际文化交流中心主任李庚俊带队拜访海南省工商业联合会,与省工商联主席丁飞开展座谈交流,海南省公益慈善联合会会长、亚洲文化艺术基金会、亚洲国际基金会主席、海南省文化交流促进会理事徐守振陪同参会。各方紧扣海南自贸港封关运作重大机遇,围绕文化出海、文产深度融合、国际人文交流、文化赋能民营经济发展等重点议题深入交流研讨,凝聚了务实共进的合作共识。

座谈会上,海南省国际文化交流中心主任李庚俊就推动文化出海与民营企业国际化发展发表了四个方面的意见。一是大力推广文化出海,积极拓展海外市场。 李庚俊表示,海南自贸港封关运作为文化产品与服务走向国际市场提供了前所未有的政策便利,应充分利用这一制度型开放优势,推动更多海南文化品牌走向世界。二是大力推广非遗展、艺术展等活动,增强对外招商引资核心竞争力。 通过举办高水平的非遗展示和艺术展览,吸引国际资本和优质文化资源落地海南。三是共同服务民营企业国际化发展。 为民营企业参与国际文化交流与合作搭建平台。四是联合打造文化出海活动。 整合各方资源,策划推出一批具有国际影响力的品牌文化活动。

徐守振介绍了相关机构在国际文化交流、涉外艺术展会、国际艺术IP打造等方面的工作成效。下一步,基金会将整合海内外文化艺术与公益慈善领域优质资源,助力世界海商联合会筹备建设,推动文化艺术、公益资源赋能本土产业与民营经济,服务海南文化对外传播和招商引资工作。

海南省工商业联合会主席丁飞对一行到访表示欢迎。在座谈中结合海南实际情况发表了重要意见。他指出,海南目前面临文化资源不足的现实困境——缺乏稀缺文化资源,本土文化尚需深度挖掘。 丁飞坦言,海南本土文化基础相对薄弱,短期内难以独立支撑文化出海战略,需要借助其他优质文化资源,探索“新文化出海”路径。二是借助自贸港发展提升海南本土文化,更好地推动文化出海进程。 应以自贸港建设为契机,为本土文化注入新的表达方式和国际化元素。三是必须要有“海商”灵魂,要有抓手,贯彻“在商言商”的理念。 丁飞强调,文化出海不能脱离商业逻辑,要以市场化思维推动文化与产业深度融合。四是海南的营商环境还需持续加强和提升。 要思考如何以文化赋能实现高品质、高规格的发展,为民营企业参与国际竞争创造更优条件。

此次座谈交流成果丰硕、共识明确。与会各方一致同意建立常态化沟通对接机制,统筹整合政企文优质资源,联合打造海南特色文化出海品牌与文商融合标杆项目,持续以文化赋能产业升级、以开放激活发展动能,助力海南自贸港高水平对外开放与高质量发展。

Deepen Integrated Cultural and Commercial Collaboration to Empower the Hainan Free Trade Port’s Opening-up and Development
On June 25, Li Gengjun, Director of Hainan International Cultural Exchange Center, led a delegation to pay a visit to the Hainan Federation of Industry and Commerce and held a forum discussion with Ding Fei, Chairman of the Federation. Xu Shouzhen, President of Hainan Public Welfare and Charity Federation and Chairman of the Asian Culture and Art Foundation、Asian International Foundation, attended the forum as an accompanying participant. Taking full advantage of the historic opportunity brought by the customs closure and operation of the Hainan Free Trade Port, all parties engaged in in-depth exchanges and discussions on key themes including cultural global outreach, in-depth integration of cultural industries, international people-to-people exchanges, and empowering private economic development through culture. Consensus was reached on pragmatic and mutually progressive cooperation.

During the forum, Li Gengjun put forward four proposals on boosting cultural global outreach and the international development of private enterprises.

First, scale up cultural global outreach and proactively expand overseas markets. Li Gengjun noted that the customs closure and operation of the Hainan Free Trade Port offers unprecedented policy conveniences for Hainan’s cultural products and services to access global markets. The institutional opening-up edge should be fully leveraged to bring more Hainan cultural brands to the world stage.

Second, host more intangible cultural heritage exhibitions, art shows and other events to sharpen core competitiveness in foreign investment promotion. High-standard exhibitions showcasing intangible cultural heritage and fine arts will attract international capital and premium cultural resources to settle in Hainan.

Third, jointly support the international expansion of private enterprises by building platforms for their participation in international cultural exchanges and cooperation.

Fourth, co-launch signature cultural outreach campaigns. Resources from all sides will be consolidated to plan and launch a series of flagship cultural events with global influence.

Xu Shouzhen presented the achievements of relevant institutions in international cultural exchange, overseas art exhibitions and the development of international art IPs. Going forward, the Foundation will pool premium cultural, artistic, public welfare and charity resources at home and abroad, support the preparation and establishment of the World Hainan Merchants Federation, empower local industries and the private sector via cultural, artistic and charitable resources, and facilitate Hainan’s external cultural communication and investment promotion initiatives.

Ding Fei, Chairman of the Hainan Federation of Industry and Commerce, extended a warm welcome to the visiting delegation and delivered key remarks based on Hainan’s local realities. He pointed out that Hainan is currently constrained by insufficient cultural resources: rare cultural assets are in short supply, and local cultural heritage awaits further in-depth exploration. Ding Fei acknowledged that Hainan’s local cultural foundation remains relatively weak and cannot independently sustain the cultural global outreach strategy in the short term. External high-quality cultural resources are therefore necessary to blaze a new path for innovative cultural overseas promotion.

Second, elevate Hainan’s local culture through the development of the Free Trade Port to advance cultural global outreach. Leveraging the construction of the Free Trade Port, new modes of expression and international elements can be infused into local culture.

Third, the initiative must embody the core spirit of Hainan merchants with tangible operational footholds, adhering to the principle of conducting cultural undertakings with commercial rationality. Ding Fei stressed that cultural global outreach cannot be decoupled from commercial logic; market-oriented thinking must drive deep integration between culture and industries.

Fourth, Hainan’s business environment requires continuous optimization and upgrading. Stakeholders should explore how to deliver high-end, high-quality development empowered by culture and create superior conditions for private enterprises to compete globally.

The forum yielded fruitful outcomes and clear consensus. All participating parties agreed to establish a regular communication and coordination mechanism, coordinate and integrate high-quality resources from government, enterprises and cultural sectors, and jointly build distinctive Hainan cultural global outreach brands and benchmark projects integrating culture and commerce. Efforts will continue to fuel industrial upgrading through cultural empowerment and galvanize growth momentum via opening-up, supporting high-standard opening-up and high-quality development of the Hainan Free Trade Port.
